little lighter. this is not the right thing to do. >> and angry ending. lawmakers on both sides of the aisle are disgusted about a vote that didn't even take place. good morning. welcome to news4 today. i'm eun yang. i'm aaron gilchrist. the cold has a bite this morning. as you step outside, you might even see a few flurries up in the air. storm team 4 meteorologist tom kierein has our forecast. tom? >> good morning. right now around the region, we've got a few high clouds that are coming over. those clouds are continuing to drift off to the south and east and about an hour or so ago they produced a few flurries. most of the flurry activity is dissipating except far southern maryland. those areas getting a few scattered flurries as well as the lower part of the eastern shore. it's a cold morning. most of the region below freezing. northern, western suburbs into th shenandoah valley, panhandle

of west virginia, western maryland, many locations at or below freezing. they've had a few sprinkles, little flurry activity. temperatures in the mid 30s. reagan national at 6:00 a.m., 36 degrees. here's how we look for the day. by 7:00 a.m., it's going to be dropping a bit. in fact, hovering around the freezing mark. a lot of cloudiness. after that, we ought to get the cloud cover breaking up and partly sunny. for the rest of the daylight hours, it will stay in the 30s. only make it briefly into the upper 30s by early to mid afternoon. the students and teachers heading off to school this morning, sunrise at 7:27. we'll have our temperatures right back down to the mid 30s. getting back home from work and school by mid to late afternoon. sunset at 4:58. i'm ba being in ten minutes with a hometown forecast. a look at your traffic on this wednesday morning. mike in for danella. good morning, mike. >> good morning, tom. we still have that problem on the eastbound dulles toll road at wolf trap.

two right lanes are shut down. look at chopper 4. traffic is getting by with a slight delay. 66 inside the beltway. not bad right now. taking a live look at 50. things are worry-free and you're also looking good at east falls church road. it's about a 13-minute ride on eastbound 66 from the beltway to gw parkway. if you're taking mass transit, on the blue metro line at the addison road station, a malfunction causing delays towards franconia-springfield. two minutes after the hour now. we're following breaking news. president obama says he will sign a deal to limit the damage caused by going over the fiscal cliff. >> on this vote, the yeas are 257, the nays are 167. the motion is adopted without objection a motion to reconsider is laid on the table. >> now the house voted in favor of that bill late last night. that vote came less than a day after the senate also signed off on the measure. the legislation means 98% of americans will not face tax

hikes. taxes will go up, though, for individuals making more than $400,000 and couples making more than $450,000 a year. the deal also postpones billions of dollars in spending cuts for two months. the president says the deal proves democrats and republicans can work together. >> we can come together as democrats and republicans to cut spending and raise revenue in a way ha reduces our deficit, protects our middle class, provides ladders into the middle class for everybody who is willing to work hard. >> but get ready for another fiscal debate in the coming months. congress and the white house will likely clash over the debt ceiling. the government could reach our spending limit by the end of february and republicans won't likely agree to raising that limit without guarantees of spending cuts. >> your taxes are still about to go up. a 2% payroll tax cut just expired. that means you'll be paying about a thousand dollars a year more in taxes if you make $50,000 a year or more.

economists warn that it could slow the country's economic growth by .7% in the coming year. on the flip side, that costs the government about $125 billion a year. overseas markets are reacting positively to the fiscal cliff vote. stocks were up nearly 2% in asia. asian markets were down on monday over fears that a deal would not get done. european stocks are also up right now. this congressional term is not ending without some controversy. >> but i am deeply disappointed, mr. speaker, and the people who have been damaged by sandy, including governor christie, a republican and governor cuomo, a democrat, should be deeply disappointed and yes, angry that this congress would adjourn without addressing the pain of our fellow citizens. >> that was maryland congressman steny hoyer expressing outrage

with the leaders decision to end the term without voting on aid for victims of hurricane sandy. a house committee drafted a measure to allocate $27 billion for recovery efforts. speaker john boehner says the house won't vote on it before the term ends at noon tomorrow. spokesman says the congress is still committed, though, to passing that legislation this month. >> 6:05 now. secretary of state hillary clinton is on blood thinners to treat a blood clot. she fainted and had a concussion. doctors were giving her a checkup this past sunday. that's when an mri revealed she had a blood clot between her brain and skull. doctors say it did not cause a stroke or neurological damage. clinton is expected to make a full recovery. for now, she's under doctor's care at new york presbyterian hospital. in the day ahead, same sex couples in montgomery county, maryland will hold public ceremonies. the ceremonies had been private because the courts were closed

for the holiday. when the courts reopen this morning, the circuit court clerk says four ceremonies are already scheduled. maryland is the ninth state to legalize same-sex marriage along with d.c. >> a new session begins for the d.c. council today. along with it a new term for six members. they will be sworn this morning. the independent david grasso is the only new face. he beat out michael brown in november. vincent orange, jack evans, muriel browser and marion barry will be part of the ceremony. after the 10:00 swearing in, the members will be assigned to committees. we're just getting started this hour. it's 6:06 right now. the quest for a picture cost one photographer his life. the celebrity he was trying to get a glimpse off. >> we're scanning the sky for flurries. you'll see some this morning and you'll need that heavy winter coat. weather and traffic on the 1s next. next, psy it ain't so. why one of the most popular songs of the year may be

6:15 now. this morning, pennsylvania's governor will file a federal lawsuit challenging the ncaa's stiff sanctions against penn state. they were handed down in the wake of the jerry sandusky child sex abuse scandal. the penalty includes a $60

million fine against penn state. it would be used to finance child abuse prevention efforts on a national level. lawmakers object to the money being spent outside pennsylvania. venezuela's vice president says president hugo chavez's condition is delicate three weeks after he underwent surgery for cancer. he told cuban television last night that despite setbacks, chavez has the same strength as always. chavez is recovering in havana. he's suffered several complications including a respiratory infection. it is unclear when he will return to venezuela. police say a photographer was hit by a car and killed just after taking photos of justin bieber's car in los angeles. detectives say the pop star was not inside the car at the time of the crash. the sports car was parked on the side of the road. police say the photographer was crossing the street when he was hit. no charges are expected to be filed against the driver. strong winds and high seas are preventing crews from assessing the damage to an oil drilling ship which ran aground.

the ship is carrying more than 140,000 gallons of diesel. it broke away from a tow line on monday and ran aground near an unpopulated island. the coast guard plane and helicopter were able to fly over the ship yesterday. the ship did not appear to be leaking fuel. a threat from an afghan warlord about prince harry getting international attention this morning. the known taliban leader described prince harry as a jackal who wants to kill innocent afghans while he's drunk. harry is on his second tour of duty in afghanistan as a helicopter pilot. the afghan warlord gave an exclusive interview to britain's daily telegraph and vowed to kill as many troops as possible before british troops leave afghanistan next year. prince harry's brother prince william is being noted for a rescue mission. the call came in to save a man blown to sea in wales. prince william is a search and rescue pilot. a man was walking his dog when a gust of wind blew him off a

fishing pier. prince william and his team flew over windy skies and choppy waters to save that man. the first playoff game in five years for the redskins. they'll practice for the first time since clinching the nfc east. they're taking on the seattle seahawks who have won five straight games and have a better record than the 'skins. today is also your first chance to get your hands on shirts, hats and other gear that celebrates the 'skins division title. this playoff run could be costing the 'skins offensive coordinator a chance at an nfl head coaching position. kyle shanahan is considered a potential candidate for the league's seven head coaching vacancies. his father head coach mike shanahan does not want his assistants interviewing for other jobs while the 'skins are still alive in the playoffs. kyle shanahan received praise for designing the redskins' creative offense which features rookie quarterback robert griffin iii.

>> if all goes well, we could see hockey back in d.c. in the next two weeks. the nhl and players association meeting for the fourth time in six days today trying to hammer out a new collective bargaining agreement. both sides are said to have made some concessions here. now, there is a possibility for a snag in the talks at midnight tonight if the players association decides to disband and file lawsuits against the league. the nhl hopes positive talks will avoid that outcome and that a shortened 48-game season can start on january 19th. it may be a new year, but the same old wizards showed up at the verizon center last night. they fell to the dallas mavericks, 103-94. rookie bradley beal led the team with a career high 22 points. helped washington to a 14-point lead in the second quarter. but the wizards once again couldn't hold on to it. it is their 25th loss this season. for the first time a study shows a certain type of sugar can lead to overeating.

scientists at yale university said mri testing showed fructose can trigger changes in the brain. that made patients not recognize when they were full. it's the sugar often found in sodas and processed foods. when test patients drank glucose or simple sugar, their brain recognized the intake of calories. scientists say this test is small and more research needs to be done. you may want to keep a few extra pounds to live longer. scientists reviewed medical records for a million adults and those overweight had a lower risk of death compared to those with a normal weight. researchers say the extra fat tissue may give you needed energy when you're sick. people considered can extremely obese had a nearly 20% increased risk of death. just a few extra pounds. >> just a little bit around the edges. >> fight off the flu. >> i like that idea. >> especially after the holidays. might be sticking around for a while. >> almost 6:21 on your wednesday morning. second day of january. 2013. we want to get a look outside

welcome back at 6 cloud cover 26. police in france say armed robbers made off with a haul on new year's eve. they broke into the central paris store three hours after closing time. the french press is reporting they made off with more than $1 million worth of items. an apple spokesperson says the company is still trying to determine how much was lost. france's president will redraft the unpopular 75% millionaire's tax after it was rejected. the president says he'll introduce a new tax on the

a pilot nabs a local man. ha police say the guy was doing. plus a difficult day for parents and children in connecticut today as they prepare for classes to resume. what local police agencies are doing in response to that tragedy. good morning everybody. welcome to news4 today. i'm aaron gilchrist. i'm eun yang. members of the house voted to pull us back from the fiscal cliff. a late night vote prevents tax hikes and cuts. many are slamming t deal. we'll break down the compromise and tell you why you'll still be getting less in your paycheck. right now, though, we're in for some cold temperatures.

we're talking about the temperatures right now. it's quite cold out there. you may see a few flurries flying around when you step outside. the weather deck with more. tom, good morning. the cloud cover is breaking up a little bit. i can see a little bit of the moon trying to shine through. a little sun at sunrise. as students and teachers head back to school, you need your warmest winter coat. we do have a big area of cold air that's now beginning to move in from the midwest and thinning out the cloud cover as the cold, dry air pushes in. we have a few lingering sprinkles and flurries northern neck of virginia. the lower part of the eastern shore, but the rest of the region, now, we're just seeing that cloud cover thinning out. all the areas in the lavender and dark blue, in the teens. covering most of indiana, ohio, into northern pennsylvania. pittsburgh, only 18 degrees. columbus, ohio, only 15 degrees.

from the beltway to glebe at 51 miles an hour. good news if you're taking mass transit. the problem on the blue line or the addison road station has been cleared. might notice a slight delay towards franconia-springfield for a few more minutes. new security measures had place for students heading back to school at two virginia school districts. spotsylvania sheriffs deputies will add patrols at the elementary schools. resource officers are already staffing the mide and high schools and in stafford county, the sheriff's office plans to add daily checks at all public schools in the wake of the newtown, connecticut, school shooting. this is the first time the county has ever called for a daily police patrol at schools. both district say this is a precautionary measure. it is not in response to any specific threat. today the survivors of the school shooting in newtown, connecticut, will attend an orientation at their new school. the classrooms at the chalk hill school in monroe were redone to look just like the rooms at

sandy hook elementary. school officials hope a familiar environment will help kids make a smooth transition to the new school. classes start tomorrow. sandy hook elementary became a crime scene when adam lanza killed 27 people before killing himself. the connecticut lawyer who filed a $100 million lawsuit on behalf of a surviving student has withdrawn the claim. the lawsuit claimed the state failed to adequately protect students. today the parents of a maryland first grader suspended for pointing his fingers like a gun will meet with school leaders. this incident happened a week after the shooting in connecticut. the boy is a student at roscoe nix elementary school in silver spring. the family's attorney says the 6-year-old was playing with his friends, not making threats. >> evidently, he was pointing his finger at someone and saying pow. keep in mind that a 6-year-old is presumed not to be able to form the intent to commit a crime.

>> now the school system will not comment on individual disciplinary matters. however, a spokesperson tells news 4 "generally with younger students, they make sure that parents and students know about behavior that needs to change and understand the consequences if it does not." >> pilot david and his wife fly over their house to the airport after a trip to look at their property from the sky. they spotted something unusual. a man casing the place. >> going around to the windows. opening doors or trying to open doors. looking in windows. and pretty well surveying the house. >> they watched as gary hains hooked up their trailer and drove off. they followed him in the air for a few minutes until they knew the direction he was headed. that's when the couple called police. officers arrested hains four minutes later. today, investigators are trying to figure out what caused a fire in prince george's

county. witnesses sent us photos showing the flames shooting from the roof. this is a house in the 8200 block of student drive in clinton. that fire started just after 6:00 last night. it was so intense, firefighters were forced to fight the flames from outside. nobody was hurt here. that house was vacant at the time. also today, investigators back on the scene of a church fire in prince george's county. they're trying to figure out if the fire was an accident or a hate crime. it broke out yesterday at first wesleyan church in oxen hill. firefighters tell news 4 there was a power outage at the church affecting the entire neighborhood on new year's eve. they say there may have been a power surge when the power was restored and caused the fire possibly. a maryland man visiting atlantic city won nearly $4 million on a progressive slot machine. the man does not want his name released. we're pltold he was playing suny

>> the house was far more divided than the senate which passed a measure by an 89-8 vote. eric cantor was among the republicans opposing the deal. in the end, supporters won the vote. taxes will remain the same for 98% of americans. they will go up for those making $400,000 and couples who make more than $450,000 a year. spending cuts were postponed for two months, which means we could be going through a similar debate before spring. president obama says he supports a balanced approach to reducing our deficit. >> we can't simply cut our way to prosperity. cutting spending has to go hand in hand with further reform tax code. the wealthiest corporations and individuals. can't take advantage of loopholes and deductions that aren't available to most americans. >> get ready for another fiscal debate in the coming months. congress and the white house

will talk about the debt ceiling. we could reach the limit by the end of february. and won't likely agree to raising it without guarantees of spending cuts. despite this bill, you may notice your paycheck is a little smaller this year. that's because a temporary cut in a payroll tax just expired. the social security payroll tax jumps back to 6.2% for 160 million americans. it's been 4.2%. some banks say that could cut consumer spending by as much as $100 billion this year. that's less than the 115 to $125 billion in revenue it costs the government each year. after the vote overseas markets jumped. cnbc's hampton pearce here to talk about. >> stocks poised to kick off the new year on a high note. futures are sharply higher. investors are reacting to that house vote on the bill last night to avoid the fiscal cliff. asian markets were higher

overnight. traders say the rally could be short-lived as the next big battle in washington looms in a few months over raising the debt ceiling or the nation's borrowing limit. we get data today on manufacturing and construction spending. the dow rising 166 points on monday to close at 13104. the nasdaq closing at 30.19. the house vote on the deal to avoid the fiscal cliff also contains measures to avert the so-called dairy cliff. the agreement extends the u.s. farm bill by nine months. it had been set to expire on monday. without the temporary fix, dairy subsidies would have reverted to the 1949 levels, meaning milk prices could have doubled to $7 a gallon this year. congress now has time to finalize a new five-year, $500 billion farm bill that authorizes spending on crop subsidies and food stamps. back to you guys and happy new year to you. >> and to you hampton. thank you. income taxes and spending cuts may be getting the most

press right now. there's a lot buried in the bill, though. it extends an excise tax on rum produced in puerto rico and the virgin islands. it includes a tax credit for people who bialek vehicles with two or three wheels like a scooter. it includes a "indian employment credit" for businesses that hire those of a native american tribe or work on tribal land. lawmakers are furious with house republican leaders. >> ignore the plight of millions of american citizens, unprecedented, disgusting, unworthy of the leadership of this house. they should reconsider or hang their heads in shamement. >> and that is congressman gerald nadler of new york. he and other new york area congressmen are furious with the house that it didn't vote on a bill to provide aid for victims of hurricane sandy during this congressional term. it ends tomorrow at noon. house speaker john boehner's spokesman says the congressman is committed to getting the bill

to hold public courthouse wedding ceremonies in maryland. gay marriage became legal at midnight yesterday. those had to be private ceremonies in montgomery county because the courthouse was closed for the new year's holiday. the circuit court clerk already has four ceremonies lined up. maryland is the ninth state to legalize same-sex marriage along with d.c. also this morning, a new session of d.c. council begins with the inauguration of six members. independent david grasso is the only new face on council. he beat out michael brown in november. re-elected council members vincent orange, jack evans -- council gets to work right away after the 10:00 swearing in with an organizational meeting to assign council members to committees. this morning, george washington university students and staff are remembering a long-time leader. lloyd elliott died at gw hospital yesterday. he served as the school's president from 1965 until 1988.

during his tenure, elliott led the construction of several buildings, including three libraries on the foggy bottom campus. he was 94 years old. the law enforcement community is coming together to remember one of their own. they attended a candlelight vigil. he worked as a police officer in prince william county. young died on monday in a fiery crash in bristow. you see that he was responding to a call on his department motorcycle when he collided with a minivan. young's brother is also a police officer. he spoke at a vigil last night. >> he was my best friend. he's looking down on husband right now and just smiling. >> the two people in that minivan involved in the crash were not hurt. the commonwealth's attorney will decide if charges will be filed. today a judge could decide to release a death row inmate who spent 11 years in prison for murder.

justin wolfe is in jail for the murder for hire of a drug dealer. prosecutors knowingly used false it am from a witness is what the judge said. he ordered a retrial within 120 days but that never happened. prosecutors tried to appeal the ruling but an appeals courtup held the decision. a teacher accused of having a sexual relationship with a 13-year-old student. king was arrested last month. the student recently came forward. king taught at isaac goredine middle school. moved to another school in august. the relationship went on for several months. king is now on administrative leave. all right. it is now 6:51. time for weather and traffic on the 1s. cold out there. make sure you bundle up. get all your winter gear out. >> i did. >> you did. >> absolutely. you know me. >> and put it on. it's a cold morning. in fact, we haven't seen much sun in the last couple of days. this is the last time we saw

outer loop of the beltway. montgomery county, in new hampshire avenue. seen the delays more in the camera east of 270. it's about a 14-minute drive on the pelt way from 95 to i-270 at 44 miles an hour. eun? thanks, mike. this morning, metro looking at surveillance video after a woman was stabbed and another beaten. they're looking for four men. the attack happened on a 93 bus heading to congress heights yesterday morning. the group of men boarded the bus in adams morgan. metro police say two women got into an argument with one of the men. both are expected to make full recoveri recoveries. the elevators at bethesda station are set to open on friday. it has to pass an inspection today. the upgrade project was expected to take four months. people are thrilled the elevators will finally be back in service. >> i usually take my bike on the bus to the metro station.
